The Government must overhaul NZ’s urban planning framework to avoid harmful effects from spiraling house prices, infrastructure shortfalls & environmental costs.

• In its final report on improving urban planning in NZ, Productivity Commission urges the Gov’t to scrap RMA & replace it w/ new legislation providing more central guidance & less restrictive rules.

• The Commission says Auckland’s urban planning system has failed, thus the rising land & housing prices, & serious imbalance between supply & demand.

• The Commission makes 64 recommendations, ranging from central government guaranteeing some Auckland Council infrastructure debt, allowing councils to impose water &  road pricing, levying rates on the unimproved value of land & giving local urban development authorities compulsory acquisition powers under the Public Works Act.
